Last month, Bill C-69 received royal assent which enshrined Canada’s open banking commitments into law for the first time. This is great news for Canadians. This development marks the first, long-awaited step toward establishing a competitive, innovative and more vibrant banking environment in Canada. At EQ Bank, it was certainly cause for cheer after years of our relentless advocacy to make open banking a reality for Canadians.  This is an excellent step forward, but after our seven-year long wait to get here, I am as cautious as I am optimistic. This is a moment to celebrate, but many questions remain. I believe we must continue to push to ensure that Canadians get an open banking framework that ignites the spark of growth, competition and innovation in a critically important sector of the Canadian economy. Economic updates from this morning signal significant shifts in monetary policy outlooks: Canada: The unemployment rate surged to its highest level since January 2017 (excluding the pandemic years), rising 1.7 percentage points since April 2023. StatsCan attributes the increase to more individuals having entered the labor force. With the BoC set to announce its next rate decision on December 11, speculation grows around another supersized 50bps rate cut to address economic pressures. Bond yields have rallied throughout the morning. The 5- and 10- year CMB are trading at 3.10% and 3.48% respectively as of 7:15am PST. United States: November’s payrolls report showed job growth aligning with expectations, adding 227,000 jobs after an upwardly revised gain of 36,000 in October. This bolsters market sentiment for a Fed rate cut at its December 18 meeting, with futures pricing an 89% probability of a 25bps reduction. Markets responded positively, with Wall Street opening higher, and Treasury yields fell as investors increased rate-cut bets. The evolving labor market trends are shaping monetary policies on both sides of the border, signaling potential relief for borrowers amid economic uncertainties.

Today, FDATA North America submitted its response to the Bank of Canada’s Retail Payments Supervision Consultation. FDATA NA expressed broad support for the new supervisory guidelines under the Retail Payments Activities Act (RPAA). Our response highlighted the significant role RPAA regulations will play in modernizing Canada's financial services and aligning with G7 nations. We emphasized the importance of including payment use cases in Canada's consumer-driven banking framework and provided detailed feedback on operational risk, incident response, safeguarding end-user funds, and notice of significant change or new activity.
